[Tweet](https://twitter.com/share) The article first appeared on japanindustrynews.com. ![shutterstock_364914206.jpg](https://insights.tuv.com/hs-fs/hubfs/JP-Images/2017%20August/shutterstock_364914206.jpg?width=607&height=405&name=shutterstock_364914206.jpg)Photo credit: [CHOATphotographer](https://www.shutterstock.com/g/Boonyachoat)/ Shutterstock.com 序文 1996年に環境マネジメントシステム規格であるISO 14001が発行されてから20年が経過した現在、日本国内の認証件数は25,000件を超えています。これは国別の認証件数としては中国に次いで世界第2位の数字であり、環境マネジメントシステムが日本において十分根付いていることを証明しています。 認証件数は2009年の39,556件をピークに減少傾向にありましたが、2013年以降増加に転じ現在に至っています。 **日本においてISO 14001認証取得が広がった背景** ISO 14001発効後、日本では認証取得件数は急速に増加し、2007年に中国に抜かれるまで世界最多の認証件数を誇りました。 世界的な環境意識の高まりに応えるため、先行して各企業が取り組んだことはもちろんですが、将来ISO 14001の認証取得が、特に海外企業との取引において重要な意味を持つことを認識した結果でもありました。 ![shutterstock_372933151.jpg](https://insights.tuv.com/hs-fs/hubfs/JP-Images/2017%20August/shutterstock_372933151.jpg?width=607&height=405&name=shutterstock_372933151.jpg) Photo credit: [johan.lebedevski](https://www.shutterstock.com/g/IvanLebedev)/ Shutterstock.com ISO9001が1987年に最初に発効された際、日本の製造業の多くは興味を示しませんでした。日本の製造業は自社製品の品質に自信を持ち、従来からのTQC(Total Quality Control)で十分であると考えたためです。その結果、日本でのISO9001の認証件数は伸びず、世界的な品質マネジメントの動きから遅れてしまいました。ISO9001の取り組みに対する反省もあり、ISO 14001においては日本は世界の認証をリードする形で広がりを見せました。 現在日本の多くの企業ではサプライヤーに対し、環境マネジメントシステムの構築を要求しており、ISO 14001を取得することはビジネスを継続する上で、また、ビジネスを広げる上で重要な意味を持つに至っています。 **ISO 14001以外の環境マネジメントシステム規格** 日本で最も普及している環境マネジメントシステム規格はISO 14001ですが、日本独自のマネジメントシステム規格が存在します。EA21(Eco Action 21)やKES(Kyoto Environmental Management System Standard)が代表的ですが、これらは共に中小企業をターゲットにしています。また、ISO 14001に比べシステムが簡易的であり、かつ低料金で第三者認証を得られることが特徴です。 認証件数はEA21が7,690件(2016年12月末)、KESが4,657件(2015年3月末)であり、日本国内では十分に認知されたシステム規格です。 前述のように、企業がサプライヤーに環境マネジメントシステムの構築を求める際、EA21やKESをISO 14001と同等に扱うこともありますが、これら日本独自の規格は海外ではほとんど認知されておらず、国際的にビジネスを展開している企業においてはISO 14001が最優先での選択肢となっています。   **今後の環境マネジメントシステムのありかた** 過去20年にわたり、日本の企業ではISO 14001に基づく環境活動を実施し成果を上げてきました。工場でのエネルギー消費量や廃棄物を削減し、化学物質の管理を厳密に行いました。また、法規制等要求事項への順守も重大な課題と捉え対策を講じました。 ![shutterstock_310299593.jpg](https://insights.tuv.com/hs-fs/hubfs/JP-Images/2017%20August/shutterstock_310299593.jpg?width=607&height=350&name=shutterstock_310299593.jpg) Photo credit: [Olivier Le Moal](https://www.shutterstock.com/g/Olivier+Le+Moal)/ Shutterstock.com 今後さらに組織の環境マネジメントを発展させていくためには何が必要でしょうか。それは、工場などサイト単位での環境活動という視点から、全社的かつ経営的な視点へと移行することです。ISO 14001:2015では、新たな要求事項として｢環境方針・目標と組織の戦略的な方向性の両立｣が加わり、環境マネジメントを経営マネジメントの一部として捉えていくことを要求しています。環境に関するリスクが経営のリスクにつながり、また、環境への適切な対応が組織の成長につながることを認識することが必要です。 従来の環境汚染の予防から組織の成長戦略へ、環境マネジメントは大きな転換点を迎えています。 **- [日本における環境マネジメントシステム規格　ISO 14001の動向(1/3)](https://insights.tuv.com/jpblog/iso14001-1)へ戻る -
