[Tweet](https://twitter.com/share) 2022年4月26日、オランダFCM（食品接触材）規制―包装における商品法及び消費者物品に関する規制（"Warenwetregeling verpakkingen en gebruiksartikelen"）が保健福祉スポーツ省により更新されました。この改正には、重要な変更が含まれています。 ポジティブリストに新しい物質を追加 FCM製造のためのポジティブリストに新しい物質が追加され、その使用条件が定義されました。 この変更に関係する材料は、プラスチック（第1章）、紙と板紙（第2章）、金属（第4章）、コーティング（第10章）です。   特定のフッ素化合物取消 EFSA欧州食品安全機関が評価したPFAS（PFOA、PFOS、PFNA、PFHxS）を含むすべての物質の出発物質、汚染物質、分解生成物としての承認が取り消されました。言及されたPFASをEFSAが再評価したところ、これらの物質は以前考えられていたよりも毒性が強く、その使用は食品安全上の問題を引き起こす可能性があることが示されました。したがって、これらの物質とそれに対応する特定移動量限界値はポジティブリストから削除されます。 ![](https://insights.tuv.com/hs-fs/hubfs/image-png-Aug-16-2022-03-10-27-17-AM.png?width=790&name=image-png-Aug-16-2022-03-10-27-17-AM.png)   紙と板紙の定義 紙と板紙の特性については、これまで混乱がありました。既存の定義でも、セルロース繊維の代替原料（トマトの葉やサトウキビなど）を使った製品は「紙・ダンボール」に該当するが、実際にはこの点が明確でないように見受けられるため、定義が変更されました。新しい定義では、懸濁液に溶解したセルロース繊維から製造されるすべての紙と板紙が対象となります。 ただし、天然素材そのままの製品（木材、コルク、竹、ヤシの葉など）や、植物繊維を含みながら合成樹脂で固められた製品（いわゆる竹製のメラミン化粧品で、欧州委員会規則（EU）No 10/2011の適用範囲内）は対象外です。この規制は、植物材料をプラスチックの添加物として使用することを許可するもので、非常に限定的なものです。 重金属規制と欧州委員会規則（EU）第10/2011号との整合性 プラスチックへの使用を許可された一部のニッケル含有物質（第 I 章）は、欧州委員会規則 (EU) No 10/2011 の付属書 II で規定されたニッケルの SML に従うことになります。 プラスチックへの使用を許可された一部の亜鉛含有物質（第 I 章）は、欧州委員会規則 (EU) No 10/2011 の付属書 II で指定された亜鉛の SML に従うことになります。   重金属規制の調整 ![](https://insights.tuv.com/hubfs/image-png-Aug-15-2022-07-56-07-24-AM.png) 移行期間 2022年6月30日の時点で包装および消費財に関する商品取引法の規定に適合し、2023年1月1日以前に上市された食品接触材料および成形品は、在庫がなくなるまで取引可能です。 ただし、PFAS類に関連する変更については、安全上の懸念から経過措置は適用されません。 つまり、指定されたPFASを含む材料や成形品は、直ちに市場から撤去されるべきです。   変更による影響 なお、上記の変更に伴う影響は、以下の点を除き特にありません。 -
