TÜV Rheinland Philippines, Inc. has completed a comprehensive periodic structural third-party inspection for three cargo handling container quay cranes at the Oriental Port and Allied Services Corporation (OPASCOR) Cebu Port Authority, International Port Cebu City on March 28, 2017.
OPASCOR provides port services to vessels calling at the Cebu International Port (CIP) of Cebu City, Philippines. It operates in a 12-hectare facility within the CIP and has the most upgraded facilities in container terminal operation outside Metro Manila.
The company is engaged primarily in providing arrastre and stevedoring services. It also offers ancillary services such as carnage, stripping and stuffing, lift-on and lift-off, hustling of cargoes, stackpiling, checkering, warehousing, and bulk-handling. TÜV Rheinland Philippines’ partnership with OPASCOR started in 2012.
The scope of work includes Third-Party Inspection for 3 Units Cargo Handling Container Quay Cranes and Non-Destructive Testing (NDT). Specifically, the scope is comprised of the following:
A. Structural Testing Thorough Visual Inspection, Functional Safety, and Load Testing
- Review of Technical Documentation
- Procedure and Methodology
- Structural Visual Inspection - (BS 7121-2-9 2013 – ref. Standard)
- Dimensional linear Inspection - (BS 7121-2-9 2013 – ref. Standard)
- Full Functional test - (BS 7121-2-9 2013 – ref. Standard)
- Load Test (Static and Dynamic) - (BS 7121-2-9 2013 ref. Standard)
B. Non-Destructive Testing (NDT):
- Dye Penetrant Test (ASME V. Article 6)
- Magnetic Particle Inspection (ASME V. Article 7)
- Ultrasonic Test (ASME. Article 6)
The objectives of the periodic inspection are to ensure safety of equipment during operation, including safety of personnel using the equipment. Likewise, NDT is carried out to identify potential stress, fatigue, and corrosion which could lead to mechanical distress to the equipment.
The first phase of inspection was carried out in December 2016 and was headed by Mr. Jean Marc Berthelot, Operation Manager, together with Engr. Nelvan Eltagon, Cebu Project Engineer, and Mr. Mart Santillanosa, NDT Level II Inspector. The second phase of the inspection was completed sometime in March 2017.
